The Turks and Caicos Islands will host the 3rd Annual Caribbean Association of Probation and Parole (CAPP) Conference in September 2026, following TCI’s election as Chair of the Association at the 2nd Annual Conference held in Saint Lucia in September 2025.
Held in Providenciales, the conference will bring together probation and parole professionals from across the Caribbean under the theme: "Leveraging Probation, Parole, and Rehabilitation as Effective Crime-Fighting Strategies in the Caribbean."
TCI was recognised for its leadership at the Saint Lucia conference, where Director of Rehabilitation and Community Supervision Jaron Harvey and Senior Probation Officer Marcella Williams represented the islands. The delegation highlighted the territory’s progress in expanding probation and parole services, implementing youth prevention initiatives, strengthening supervision practices, introducing rehabilitation programmes, and building multi-agency partnerships to reduce reoffending.
The 2026 conference will provide a platform for senior practitioners, policymakers, and researchers to share best practices, strengthen regional partnerships, and advance community corrections across member territories. Sessions are expected to address critical topics including offender rehabilitation, youth crime prevention, sex offender management, and the development of professional standards for probation and parole services in the Caribbean.
The conference is hosted by the Department of Rehabilitation and Community Supervision, Turks and Caicos Islands Government. Practitioners and researchers working in probation, parole, community corrections, rehabilitation, or related fields are invited to submit proposals for presentations, workshops, or panel discussions.
